Registration numbers commenced being issued in 1904 and the database that contains all car data can verify car ownership within seconds, provided the owner has notified DVLA of any change of ownership.
A registration number check is of little use if the owner had not adhered to the law and notified DVLA of a change in ownership or change of address.
